Our services

We help governments, community organisations and First Nations organisations find out what is working, plan what comes next, and design programs that communities will use.

Chapman, Fogarty & Gray Advisory is a majority Indigenous-owned business. Our directors bring decades of experience in Aboriginal and Torres Strait Islander organisations, government and university research. That experience spans health, justice, education, families and social policy.

We offer four services. Many clients combine them, for example an evaluation that leads into a new strategic plan.

Program reviews and evaluation

We design and run evaluations that show whether a program is working, for whom and why, in a form you can act on.

  • Evaluation frameworks and monitoring plans, including program logic and outcome measures.

  • Process, outcome and impact evaluations using mixed methods: administrative data, surveys, interviews and community yarning.

  • Program reviews and rapid assessments to inform funding and policy decisions.

  • Human research ethics applications where a project needs them.

You receive clear findings and practical recommendations. We also provide plain-language summaries for communities and briefings for boards and executives.

Strategic planning

We help organisations agree on a clear direction and build a plan they can deliver with the resources they have.

  • Strategic plans for Aboriginal community-controlled organisations, community sector organisations and government programs.

  • Facilitated planning sessions with boards, staff and community members.

  • Organisational reviews and environmental scans that test what is working now.

  • Implementation plans with measurable goals, so progress can be tracked and reported.

We write plans in plain language, so boards, staff and communities can all use them.

Program development

We design new programs and redesign existing ones, drawing on the evidence and on what communities say they need.

  • Program design, including program logic and service models.

  • Evidence reviews of what has worked elsewhere, and why.

  • Co-design with communities, service users and frontline staff.

  • Funding proposals and business cases.

  • Policy advice and options analysis for government.

Every design includes how the program will be monitored, so evaluation is built in from day one.

Community development

We work alongside communities and organisations to build the structures and skills they need to lead their own priorities.

  • Community consultation and engagement, including in remote communities.

  • Governance support for new and growing Aboriginal and Torres Strait Islander organisations.

  • Capability building in planning, data and evaluation for staff and boards.

  • Partnerships between communities, service providers and government.

Our aim is to leave organisations stronger and less reliant on outside advisers.

How we work

Our work is led by senior people with long experience in First Nations organisations, government and research.

  • Indigenous-led. We are majority Indigenous-owned. We uphold the richness of Aboriginal and Torres Strait Islander culture in every engagement.

  • Community voice first. We take time for proper consultation and work in the ways communities prefer.

  • Rigorous evidence. We combine numbers (administrative data, surveys) with people’s own accounts, so findings are both robust and grounded.

  • Practical advice. We give high quality, timely and actionable advice, not just a report.

  • Senior team. Our directors lead every project:

    • Perri Chapman has worked for more than two decades in Aboriginal and Torres Strait Islander organisations, government, universities and not-for-profits. She has held senior management and leadership roles, and has advised on, implemented and evaluated public health, education and employment initiatives at local, regional and national levels.

    • Bill Fogarty is an associate professor at the Australian National University, with expertise in Indigenous education, social impact evaluation and applied development.

    • Matthew Gray is a professor at the Australian National University and a former Deputy Director of the Australian Institute of Family Studies. He has particular expertise in economic and social policy analysis, data analytics and program evaluation, and has worked with many public sector and community organisations to improve policy and service delivery.
